GoodGovernanceNG Model

Economic Reform Model

A proposed framework for diversifying Nigeria’s foreign currency inflows, improving access to international payment services, strengthening the role of Nigerian banks in foreign exchange settlement, and reviewing cryptocurrency taxation. The model aims to create more opportunities for Nigerians and local businesses to earn foreign currency through international trade and digital services.

International Payment Service Providers & Foreign Currency Inflows

01

International Payment Service Providers & Foreign Currency Inflows

The proposal seeks to enable Nigerians and Nigerian businesses to receive international payments through providers such as PayPal, Stripe, and similar services, subject to applicable regulations and provider requirements. Better access to international payment services could help local businesses sell goods and services globally without travelling abroad and create additional channels for foreign currency inflows beyond crude oil exports.

X-X Rule for International Money Transfer Operators (IMTOs)

02

X-X Rule for International Money Transfer Operators (IMTOs)

Under the proposed X-X Rule, international money transfer operators serving Nigeria would be required to ensure that foreign currency sent to recipients in Nigeria reaches the Nigerian banking system. Where conversion to naira is required, the receiving Nigerian bank would handle the conversion under applicable rules. For example, a transfer initiated as 20 USD would be settled through the designated Nigerian banking channel before conversion, where required. Settlement, exchange-rate disclosure, and compliance procedures would need to be clearly defined.

Proposed Cryptocurrency Tax Framework

03

Proposed Cryptocurrency Tax Framework

The proposal would allow cryptocurrency trading without a separate trading licence while introducing a 5% purchase tax on cryptocurrency purchases made through crypto businesses and a 15% withdrawal tax when cryptocurrency is converted or withdrawn back into naira. The intended objective is to review the relative cost of crypto transactions and traditional banking channels while encouraging legitimate foreign currency inflows. The design, tax base, collection process, exemptions, and potential effects on consumers, liquidity, compliance, and offshore activity would require careful assessment before implementation.
